A work permit for self-employed persons may be issued without the need for a Labour Market Opinion if applicant can demonstrate that significant benefit would result from their work in Canada. Examples of indicators of 'significant benefit' include: general economic stimulus (such as job creation, development in a regional or remote setting or expansion of export markets for Canadian products and services), and advancement of Canadian industry (such as technological development, product or service innovation or differentiation, or opportunities for improving the skills of Canadians).

If you have already applied for and been selected as an Entrepreneur under the Business Immigration Program you may be issued a work permit before permanent resident processing is complete if you can demonstrate that your business would generate significant economic, social or cultural benefits or opportunities to Canadian citizens or permanent residents.

If you do not intend to reside permanently in Canada you must also be able to demonstrate willingness and ability to leave Canada at the end of the duration of the work permit.
